Tulsa County appoints Bill Smiley as new Emergency Management Director, replacing Joseph Kralicek after his arrest.
Tulsa County has named Bill Smiley as its new Emergency Management Director, effective October 1, succeeding Joseph Kralicek, who resigned after being arrested on child pornography charges.
Smiley, a veteran emergency management professional with decades of experience at the U.S. Army Corps of Engineers, Oklahoma VA Health Care System, and state and national agencies, will lead the county’s disaster preparedness efforts.
His appointment coincides with the planned phase-out of the Tulsa Area Emergency Management Agency by year-end, as the city and county prepare to separate their emergency management operations.
The city will establish its own directorate, with Public Safety Commissioner Laurel Roberts serving as interim leader.
County and city officials confirmed they will continue collaborating on emergency response and resource sharing.
