ECB President Christine Lagarde warned that the rapid growth of non-bank financial firms—now equivalent to about 350% of Europe’s GDP—poses systemic risks and creates an uneven playing field with traditional banks.
Speaking in Amsterdam, she urged stronger regulation of these shadow banks, especially those engaging in bank-like activities, to prevent financial instability and avoid central bank bailouts during crises.
Lagarde stressed that regulators must adapt by simplifying bank rules while tightening oversight of non-banks to close regulatory gaps, warning that complacency since 2008 has increased vulnerabilities.
