Brazil’s lower house has unanimously approved a major tax reform expanding income tax exemptions to 5,000 reais ($940) monthly—up from 3,000 reais—benefiting about 15 to 16 million low- and middle-income workers.

To offset revenue loss, high earners above 600,000 reais annually face a minimum effective tax rate of 10% on income over 1.2 million reais, and a new 10% withholding tax applies to large dividend payments.
The bill now moves to the Senate, with final approval expected before January 1, 2026.
