West Virginia’s education chief warns school choice is causing a 35,000-student drop in public schools and demands fairer funding and oversight.
West Virginia Board of Education President L. Paul Hardesty warned lawmakers that current school choice programs, including the expanding Hope Scholarship, are fueling a 35,000-student decline in public school enrollment since 2019 and threatening the system’s sustainability.
He cited vast regulatory disparities—1,300 pages of rules for public schools versus minimal oversight for charters and homeschools—and called for a fairer school aid formula and stronger guardrails.
With the Hope Scholarship’s funding projected to rise to $245 million by 2026-2027, Hardesty urged legislative action to prevent further strain on public education, noting that lawmakers, not the board, hold authority over funding and policy changes.
