No charges will be filed against officers involved in the August 27, 2025, shooting of Michael Broyles, a 48-year-old Missouri man, in Council Bluffs, Iowa.
The Iowa Attorney General’s Office and Pottawattamie County Attorney concluded the officers acted in legal self-defense after Broyles pointed a shotgun at them during a traffic stop attempt, fled, and later took cover under an overpass, ignoring commands to drop his weapon.
Despite two pepper ball deployments, Broyles continued to threaten officers, prompting them to fire 11 rounds.
He died from two gunshot wounds.
Investigators cited his prior armed standoff in Alaska and statements to family about not wanting to return to jail.
The review included bodycam footage, witness statements, and thousands of photos and videos.
