Two foreign nationals, a Kenyan and a Guyanese citizen, have been charged in South Carolina for allegedly diverting U.S.-funded HIV test kits and other medical supplies meant for Kenya.
Eric Mwangi, 40, is accused of stealing from the KEMSA program and selling to Davendra Rampersaud, 42, who fraudulently obtained distributor status and resold the goods, earning over $177,000.
Mwangi, arrested in Kenya in 2021, faces up to 20 years in prison; Rampersaud pleaded guilty, was sentenced to time served, three years of supervised release, and an $84,000 fine.
The case, investigated by USAID’s Office of Inspector General and U.S. agencies across two continents, highlights efforts to protect foreign aid from theft.
