San Diego County expands oversight of in-custody deaths to include medical providers, aiming to improve accountability after 250 jail deaths since 2006.
The San Diego County Board of Supervisors voted 4-1 to expand the Citizens Law Enforcement Review Board’s authority, allowing it to investigate in-custody deaths involving county employees or contractors, including medical providers under the sheriff or probation departments.
The new rules require investigations to be completed within a year, prohibit automatic case dismissals after a year, and mandate prioritizing in-custody death cases—even those classified as natural—with limited ability to reopen closed cases.
The changes follow 250 jail deaths since 2006 and aim to improve accountability, especially after criticism that medical providers were previously excluded from oversight.
Supervisor Monica Montgomery Steppe called the move necessary for transparency and justice, while Supervisor Jim Desmond opposed it, citing existing medical regulations.
Advocates welcomed the reforms, and the sheriff’s office supported independent reviews but opposed the expansion.
