The Scholars at Risk 2025 Free to Think report, released October 1, 2025, documents 40 attacks on academic freedom in the U.S. during the first half of the year, calling the situation “unprecedented in history.” The surge is linked to federal actions following Donald Trump’s re-election, including executive orders eliminating diversity programs, freezing research funds, restricting student aid, and launching over 60 antisemitism investigations.
These measures, along with detentions and deportation attempts targeting foreign scholars and efforts to influence university operations, have disproportionately affected faculty and students critical of U.S. policy on the Gaza war.
Globally, 395 attacks were recorded across 49 countries from mid-2024 to mid-2025, with severe consequences in Bangladesh and Serbia.
