Immigration officials launched Operation Twin Shield, a joint USCIS, ICE, and FBI effort in the Minneapolis-St. Paul area from September 19 to 29, 2025, marking the first phase of a planned nationwide crackdown on immigration fraud.
The operation reviewed 1,000 suspected cases through over 900 site visits and interviews, identifying 275 with evidence of fraud, including fake documents, marriage fraud, and exploitation of elderly U.S. citizens.
Multiple arrests were made, four individuals were apprehended by September 30, and 42 were referred to ICE.
USCIS Director Joseph B. Edlow said the effort was data-driven and aimed at protecting the integrity of the immigration system, with plans to expand to other cities.
