A lawsuit challenges Spartanburg’s dismantling of a historic clock tower, claiming it violates heritage laws and bypassed required review.
A lawsuit has been filed in Spartanburg, South Carolina, challenging the city council’s decision to dismantle the historic clock tower in Morgan Square, arguing it violates the state’s Heritage Act and fails to protect a structure within the federally recognized Spartanburg Historic District.
The plaintiffs, including Kimberly Branch and the group Support the Spartanburg Clock Tower, claim the council lacked authority to proceed without proper review and ignored public input.
Work began on the tower’s removal before the suit was filed, though the structure remains standing.
The city says the clock and bell will be preserved and relocated to a new government building, with full demolition delayed.
The state Attorney General’s Office has previously stated only the General Assembly can override Heritage Act protections, leaving the legal dispute unresolved.
