Senator Maria Cantwell, D-Wash., has introduced the Student Athlete Fairness and Enforcement Act, which would allow college athletic conferences to pool TV rights to generate billions in new revenue, similar to professional leagues.
The bill grants antitrust immunity, mandates free-to-air local broadcasts, limits athlete transfers to two, protects scholarships and healthcare, and requires schools to use new revenue to fund women’s and Olympic sports.
