Neethan Shan has been elected councillor for Scarborough-Rouge Park in a Toronto by-election, winning with about 27% of the vote. He succeeds Jennifer McKelvie, who became a federal MP. Shan, a former TDSB chair and longtime advocate, returns to city council after previously serving the ward. The race included 20 candidates, with Shan defeating Anu Sriskandarajah and others. The by-election, triggered by McKelvie’s departure, cost about $550,000 and saw 25% voter turnout. Shan will serve until the 2026 municipal election.
