Police say the woman, Neli Dinora Rivera-Felipe, gave birth in her apartment and believed the baby was stillborn, so she placed her in a bucket and discarded her in the trash.
Neighbors heard crying and called 911; a man retrieved the infant from the dumpster, and she was rushed to a hospital in stable condition.
Surveillance footage and witness statements led to her arrest on a second-degree felony charge for endangering a child.
She is being held on a $50,000 bond.
Authorities highlighted Texas’s Safe Haven law, which allows parents to surrender newborns safely without prosecution, and urged public awareness.
