A Singaporean couple, Rebecca Rubini Ravinthiran, 33, and her husband Vee Derrick Mahendran, 36, were fined a total of S$13,000 on September 26, 2025, after being found guilty of organizing unauthorized public assemblies at two construction sites.
Rebecca, director of subcontractor Scorpio Builders, instructed 15 foreign workers to hold placards demanding unpaid payments from contractors, citing nearly S$400,000 in owed funds.
Her husband assisted in coordinating the displays without causing disruptions.
The court ruled the actions violated the Public Order Act and foreign workers’ work permit conditions, as the workers were under her authority and not voluntary participants.
Rebecca was fined S$8,500 with installment payments due to financial hardship; Vee was fined S$4,500 and paid in full.
The couple claimed they had tried to resolve the issue through communication but were denied a meeting.
