The USDA, led by Secretary Brooke L. Rollins, has proposed new SNAP retailer rules to boost access to healthy foods and reduce fraud.
The changes would raise the minimum food varieties per staple category—dairy, protein, grains, and fruits and vegetables—from three to seven, expand nutritious food options, and close loopholes allowing snack items to count as staples.
The rule aims to improve program integrity, promote whole foods, and support public health goals, with phased implementation starting in January 2026 for large supermarkets and mid-2027 for smaller stores.
Federal support will help retailers adapt.
Public comments are open until November 24, 2025.
