The UK government has approved Heidelberg Materials’ plan to build the world’s first full-scale carbon capture facility at its Padeswood cement plant in north Wales, with construction set to begin in 2025.
The project, part of the HyNet North West initiative, will capture up to 95% of the plant’s CO₂ emissions—around 800,000 tonnes annually—transporting the carbon via pipeline to permanent storage under Liverpool Bay.
The facility is expected to produce net zero cement by 2029, with potential for net negative emissions by capturing biogenic CO₂ from biomass fuels.
The development, supported by a £9.4 billion government investment, will safeguard existing jobs and create hundreds of new ones, marking a major step in decarbonizing the UK’s cement industry and advancing national climate goals.
