Appleton proposes fines and court orders for chronic high school absentees, starting a trial in January.
The Appleton Safety and Licensing Committee has recommended approval of an amended truancy ordinance aimed at reducing chronic absenteeism in the Appleton Area School District, where nearly 29% of high school students missed about 10% of school days during the 2024-25 academic year.
The revised policy, which would allow local judges to issue attendance mandates and potentially impose $250 citations on students who miss a full year or stop attending mid-year, is set for a final vote by the Common Council.
The measure, intended as a deterrent, would apply primarily to high school students and begin as a three-semester trial in January.
While district leaders say it could improve attendance and student engagement, some express concern it may disproportionately affect low-income and minority students.
