Thailand’s Senate has rejected the Entertainment Complex Bill, ending efforts to legalize casinos, citing constitutional concerns, corruption risks, and cultural conflicts.
The 180-day review by a special committee highlighted severe social dangers, including widespread gambling addiction and youth involvement in illegal betting, along with potential increases in crime and reputational harm to tourism.
Despite promises of 100 billion baht in investment and 15,000 jobs, economic benefits were questioned, and international warnings, including from China’s Xi Jinping, influenced the decision.
The cabinet withdrew the bill in July, and with the Senate’s vote on September 23, 2025, the proposal is effectively dead.
Thailand will now focus on eco-tourism and wellness, with future casino discussions possibly requiring public referendums and greater transparency.
