Texas bans THC sales to under-21s at liquor stores starting Oct. 1, 2025, with strict age checks.
Texas has enacted an emergency rule requiring liquor license holders to verify age before selling THC products, banning sales to anyone under 21, effective October 1, 2025.
The rule, approved by the Texas Alcoholic Beverage Commission under Governor Greg Abbott’s executive order, applies to about 60,000 alcohol-licensed retailers like liquor stores and restaurants, but not smoke shops, gas stations, or online sellers.
It aims to protect minors’ health, following failed legislative attempts to regulate the market.
Violations may lead to license revocation.
The rule is valid for up to 180 days, with possible extension, while formal rulemaking begins in November.
The Texas Department of State Health Services will create separate regulations for other retailers, including over 8,000 hemp sellers.
Industry leaders generally support the move, noting most already enforce a 21-year-old purchase age.
