Steven C. Baker resigned as executive director of Bill and Hillary Clinton National Airport in Little Rock on September 23, 2025, following a dispute with the airport commission over federal grant paperwork and a missed deadline.
He had been on paid administrative leave since September 5 after failing to sign required documents, prompting the commission to act without him.
Commission chair Patrick Schuek cited non-responsiveness and delays, while Baker attributed the delay to personal appointments and legal review.
Baker, who took the role in August 2024 after Bryan Malinowski’s death, was succeeded by David Tipton, the airport’s CFO, who was named interim director and received a 7% pay raise.
The commission unanimously accepted Baker’s resignation, with no further details disclosed.
Operations continue under interim leadership while a permanent replacement is sought.
