A Scottish mother, Kate Sanger, testified before Parliament about her learning-disabled daughter’s traumatic experience of being restrained and isolated on her first day of secondary school, leaving her terrified and anxious.
Sanger, who has campaigned for over a decade with parent Beth Morrison after Morrison’s son was severely injured in a restraint in 2010, said many families remain unaware their children are restrained until injuries appear.
Her group, Shame, received over 600 reports of similar incidents, including bruises, broken bones, and dislocated limbs, since schools reopened in August.
The Restraint and Seclusion in Schools (Scotland) Bill, introduced by Labour MSP Daniel Johnson, aims to limit such practices by requiring schools to inform parents and report annually on use.
Supported by Scotland’s Children and Young People’s Commissioner and the charity Enable, the bill emphasizes human-rights-based guidelines and stronger protections for vulnerable children, arguing that even well-intentioned restraint can cause lasting harm.
