Exxon, Petrobras, and TechnipFMC have asked Brazil’s antitrust regulator to block the $4.6 billion merger between Subsea7 and Saipem, warning it would reduce competition in deepwater subsea services, limit supplier options, and potentially raise costs.
They cited concerns over market concentration, especially in SURF projects and pipe-laying vessels, with Petrobras noting nearly half its offshore vessels are tied to the two firms.
The merged entity, Saipem7, would have a large backlog and revenue, but the deal remains pending approval, with a shareholder vote expected and completion targeted for late 2026.
