Wisconsin lawmakers are proposing $200 million in tax credits and $150 million in bonds to support a $1.9 billion sustainable aviation fuel plant in Hayward, operated by a German company with Johnson Timber.
The facility would convert low-quality pulpwood into CORSIA fuel, meeting European Union mandates requiring 2% blends by 2025 and 20% by 2035.
The project, part of the Forestry Revitalization Act, aims to create 150 jobs, use at least 80% Wisconsin-sourced wood, and revitalize the local economy after the closure of a paper mill.
Incentives include clawback provisions to protect taxpayers, with bonds funded by the growing state forestry account.
Governor Tony Evers has not committed but appears interested.
