The UK and Ireland appointed a Dutch expert to assess if talks with Northern Ireland's paramilitaries are needed to end their activities.
The UK and Irish governments have appointed Fleur Ravensbergen, a conflict resolution expert from the University of Amsterdam, as an independent expert to assess whether a formal engagement process with paramilitary groups in Northern Ireland is needed to support their disbandment.
The one-year role, operating under the Independent Reporting Commission, will include consultations with victims, communities, agencies, and paramilitary groups, aiming to determine if a "twin track" approach—combining law enforcement and addressing root causes—has merit.
The report is due by mid-August 2026.
Northern Ireland Secretary Hilary Benn said the move reflects a commitment to ending paramilitarism, which he called unjustified and long overdue.
However, Stormont Justice Minister Naomi Long criticized the appointment, warning it risks legitimizing illegal groups tied to intimidation and organized crime and questioned the need for an interlocutor given their long-standing loss of credibility.
