Advocacy groups report the facility lacks promised amenities like a law library and attorney spaces, and detainees with chronic conditions are not receiving necessary treatment.
The site, formerly Camp J, was reopened in September after safety concerns led to its closure in 2018.
Officials from ICE, Angola Penitentiary, and the Louisiana Department of Corrections did not respond to requests for comment.
