India’s CII launches policy to expand GCCs beyond major cities, targeting $200B economic impact by 2030.
The Confederation of Indian Industry (CII) has launched a Model State Policy to expand Global Capability Centres (GCCs) beyond India’s major cities, aiming to create millions of high-quality jobs and boost the sector’s economic contribution to nearly $200 billion by 2030.
With over 95% of India’s 1,800+ GCCs currently concentrated in six Tier-1 metros, the policy provides states with a framework to attract investment in Tier-II and Tier-III cities through targeted incentives, digital infrastructure, regulatory support, and skill development.
It recommends establishing facilitation cells, offering tax benefits, investing in green infrastructure and data security, and fostering collaboration between GCCs, startups, and research institutions.
Several states have shown interest, and CII plans regional workshops to support implementation, emphasizing inclusive growth and enhanced global integration.
