Scottish parliamentary business minister Jamie Hepburn has resigned following a heated exchange with Conservative MSP Douglas Ross, who accused him of grabbing his shoulder and using offensive language. Hepburn denied physical contact but admitted to using inappropriate language, calling his conduct out of character and regretting it. He stepped down to avoid distracting the government, citing his nearly 11 years of service. First Minister John Swinney thanked Hepburn for his contributions, noting he would remain active in his party and public life. Ross welcomed the resignation and apology but criticized the government for delaying action. Hepburn will receive a resettlement grant of approximately £8,769.
