New Zealand halts adoption-based immigration from non-compliant countries, affecting children from Vietnam, Nepal, and India, effective Sept. 18, 2025.
New Zealand has suspended recognition of overseas adoptions from non-compliant countries for immigration and citizenship purposes, effective September 18, 2025, to address risks in international adoptions.
The change affects children from nations not adhering to international protocols, such as Vietnam, Nepal, and India, leaving them ineligible for visas or residency through their adoptive parents.
While exempt countries like China, Fiji, and Tonga remain unaffected, families may face delays or denials in travel or legal status, especially if applications were pending.
The government says the temporary measure aims to protect children while a broader review is conducted, but critics argue it lacks clarity and may strand children abroad or leave them unlawfully in New Zealand.
Existing applications from non-exempt countries will still be processed.
