The county plans to reclaim the property under a 1995 reverter clause that triggers if the land is no longer used for education. A closed-door session will address pending litigation, including past indictments against former officials over alleged fund misuse, later dismissed without prejudice. The county has expressed interest in partnering with Youngstown State University for a satellite campus, though terms remain unresolved.
