The UK and Irish governments are set to release a new framework to address the legacy of Northern Ireland's Troubles, aiming to reform the 2023 Legacy Act and restore civil cases and inquests.
The plan includes transforming the Independent Commission for Reconciliation and Information Recovery into a Legacy Commission to investigate Troubles-related deaths, alongside a separate body for information recovery.
The framework, aligned with the unimplemented 2014 Stormont House Agreement, is expected to be compliant with the European Convention on Human Rights and secure support from victims’ families.
Both governments will introduce new legislation in Westminster and the Dáil, commit to reciprocal cooperation, and continue consulting with affected communities.
The move raises expectations that Ireland may drop its interstate legal case against the UK.
