California bill would boost tribal services to reduce Native children's foster care overrepresentation; needs governor's signature by Oct. 13.
California's Assembly Bill 1378, passed by the state legislature, aims to reduce Native American children's overrepresentation in foster care by enabling tribes and tribal organizations to directly partner with the state to provide culturally appropriate services.
If signed by Governor Newsom, the bill would expand access to mental health care, substance abuse treatment, parenting education, legal representation, and capacity-building support.
Native American children in California are placed in foster care at about four times the rate of other children, a disparity the bill seeks to address by improving tribal access to preventive services and strengthening tribal sovereignty.
The bill must be signed by October 13 to become law.
