New Zealand bans in-store card surcharges by May 2026 to save consumers $150 million yearly.
New Zealand's Retail Payment System (Ban on Merchant Surcharges) Amendment Bill has passed its first reading, banning surcharges on in-store EFTPOS, Visa, and Mastercard payments, including foreign-issued and commercial cards.
The move, supported by the Commerce Commission, aims to simplify payments, improve consumer choice, and save businesses up to $90 million annually.
The ban, expected by May 2026 after a one-month implementation period, excludes online and non-Visa/Mastercard transactions.
The Commerce Commission estimates New Zealanders currently pay about $150 million in surcharges yearly.
Public submissions are open for the proposed legislation.
