The measure, pending Governor Gavin Newsom’s signature, comes amid multiple lawsuits from homeowners over denied smoke-damage claims and criticism of slow service and payment delays.
The bill also allows the FAIR Plan to access bond financing through the California Infrastructure and Economic Development Bank to spread out claims payments.
The plan has seen a surge in policies, now exceeding 610,000, as other insurers pull back due to rising wildfire risks.
