A recent Minnesota Supreme Court ruling on "ghost guns" led to the dismissal of a felony charge against 21-year-old Rochester man Thout Nathaan Aguek.
Aguek was initially charged with illegal possession of a firearm with no serial number.
The court ruled in State v. Vagle that state gun laws do not apply to privately built guns that are not required to have serial numbers under federal law.
