Peruvian President Dina Boluarte has signed an amnesty law that grants immunity to military personnel, police, and civilian self-defense units involved in the 1980-2000 conflict against Shining Path guerrillas, during which 70,000 were killed. Human rights groups, including Human Rights Watch, criticize the law, arguing it undermines efforts for accountability and weakens the rule of law. The Inter-American Court of Human Rights had urged Peru to suspend the law, but Boluarte defended the move.
