The Independent Office for Police Conduct (IOPC) is investigating the death of Ellis Rocks, a 26-year-old man found unresponsive in police custody in Wigan. Rocks was detained by Greater Manchester Police on suspicion of drug offenses and assault in London. He was found unresponsive in his cell and suffered a cardiac arrest en route to the hospital. The IOPC has reviewed CCTV and body-worn camera footage from the custody suite and arresting officers.
