FEMA's Urban Search and Rescue branch chief, Ken Pagurek, has resigned, citing frustration with the Department of Homeland Security's efforts to dismantle FEMA and new policies, including requiring all spending over $100,000 to be approved by Secretary Kristi Noem, which slowed the agency's response to Central Texas flooding.
