A spokesman for Camp Mystic, a Texas camp devastated by a July 4 flash flood, says it's unclear if the camp's owner, Richard "Dick" Eastland, received an urgent flash flood warning from the National Weather Service before the disaster. The flood killed at least 132 people. Camp staff and their actions are under scrutiny, and communication issues were significant during the tragedy. Some of the camp's buildings were previously in a 100-year floodplain but were removed from the hazard area by FEMA after appeals.
