California couple faces investigation over surrogacy scam; 15 children in their custody.

California authorities are investigating a Los Angeles-area couple, Silvia Zhang and Guojun Xuan, for alleged involvement in a surrogacy scam. The couple, arrested in May after a 2-month-old infant suffered a traumatic head injury, had 15 children in their custody, and six others were found living elsewhere. The children, aged 2 months to 13 years, are now with a child-welfare agency. The FBI is also investigating, and some surrogate mothers state they were unaware of the full extent of the couple's arrangements.
