The minimum size for studio apartments will drop from 37 square meters to 32 square meters.
These changes aim to lower costs by up to €100,000 per unit and meet the goal of building 50,000 new homes annually.
The government also plans to amend planning laws to allow developers to revise permissions without reapplying, if construction hasn't started.
