The accident involved a 1997 Crestliner boat, operated by Kelly Gardner, which collided with a stationary pontoon.
Gardner was taken to a local hospital with non-life-threatening injuries.
The two occupants of the pontoon, Jeffrey Stewart and Luis Rios Perez, were not hurt.
Alcohol was ruled out as a factor by the Freeborn County Sheriff's Office.
