Kingsep legally lived in the U.S. and created a complex scheme to collect his mother's benefits by using mail forwarding to private postal mailbox accounts in multiple states.
His mother, presumed dead since 1993, had not been seen since.
Kingsep pleaded guilty to mail fraud and must repay the stolen funds and serve three years on supervised release.
