Putin signed a revised nuclear doctrine in November, which lowered the threshold for using nuclear weapons. Despite this, he emphasized that nuclear weapons have not been necessary so far. Meanwhile, 11 people, including two children, were injured in a Russian drone attack on Kyiv.
