Publishers Clearing House (PCH) is sending $18 million in refunds to around 280,000 people due to deceptive practices, according to the Federal Trade Commission (FTC). The FTC accused PCH of misleading consumers into thinking they needed to buy products to enter sweepstakes or that purchasing would increase their chances of winning. Recipients should cash the checks within 90 days.
