U.S. proposes fees on Chinese vessel operators and Chinese-built ships, effective October 2025.
The U.S. Trade Representative (USTR) has released a revised proposal to impose service fees on Chinese vessel operators and owners, as well as operators of Chinese-built vessels, starting October 14, 2025.
The fees will apply to Chinese vessel operators, Chinese-built vessels, and foreign-built vehicle carriers, with exemptions for U.S. government cargo and certain U.S.-owned or flagged vessels.
The proposal aims to address China's impact on the U.S. maritime and shipbuilding sectors.
The USTR is accepting public comments until May 26, 2025.
