An internal Quebec report has highlighted major issues with a $65 million program aimed at recruiting 1,500 foreign nurses by 2028. The first phase recruited 207 nurses, spending approximately $16 million, but faced significant challenges. Issues included a lack of housing, childcare, and transportation, as well as a demanding training schedule that caused stress and culture shock. The government failed to adequately inform nurses about life in Quebec and the program's demands, while also struggling to find teachers and internship supervisors due to the existing healthcare labor shortage.
