Parents arrested for child abuse after being found impaired with four young children in car.

William Brown, 32, and Hailey Cummings, 24, were arrested in Kinston, North Carolina, after a traffic stop following a disturbance call. Both were found to be impaired, with Brown also driving under the influence. They were charged with child abuse for having four children, aged 8 months to 6 years, in the car at the time. Both also faced multiple outstanding arrest warrants.
