Infant left at Duluth shelter; police investigate baby's origins as Safe Haven Law doesn't apply.

An infant was left at a Duluth domestic abuse shelter on January 21, initially thought to be left outside in cold weather but later found to have been left inside with staff. Police are investigating to identify the baby and the person who left them, as the shelter does not qualify under Minnesota's Safe Haven Law. The baby is now with a foster family and is healthy.
