The deputy governor of Russia's Primorsky Krai region, Sergey Efremov, has become the highest-ranking Russian official to die in the Ukraine conflict. Efremov, a former military officer, was killed when his vehicle struck a landmine in Kursk. He had previously set up and led a volunteer unit called the Tigers. His death underscores a push by the Kremlin for officials to join the fight, despite most staying out of combat. Over 12,300 civilians have been killed since Russia invaded Ukraine in February 2022.
