Joseph Jacobs, 31, has been arrested and charged with second-degree murder in connection with the 2022 fatal shooting of Frederick Harris, 21, near Scenic Highway on Birch Street in Baton Rouge. Jacobs, with a history of arrests from 2010 to 2022 for various charges, was taken into custody by the U.S. Marshal's Taskforce. The motive for the shooting is still under investigation.
